It appears that in the suppression of the Bias Bay

pirates the plan of the Headquarters of the 8th Route

Army to send a force to be stationed at Bias Bay and the

constant patrol by a warship sent by the Naval Commander-

in-Chief together with the erection in the Bay of a short-wave

wireless station for more rapid communication must result in

the clearing of the place of pirates in fulfilment of

Marshal Li's promise to the Governor of Hongkong at their

interview.

With reference to your letter of 21st May the report

published by the Hongkong Ham Chung Pao that it was proposed

to establish a favel College at Blas Bay is quite incorrect.
